"For the First Time Ever" — But All Three Already Existed
Signing two executive orders on Friday, the President told ranchers they would be able to process their own meat and sell it directly to consumers, "for the first time ever."
The order that covers processing does real things. It directs USDA to speed states into three inspection programmes and to cut reporting it calls unnecessary. That matters to small processors.
But all three programmes already existed: the State Meat and Poultry Inspection Program, Talmadge-Aiken cooperative inspection, and Cooperative Interstate Shipment, which already lets a state-inspected plant ship across state lines.
And the rule that stops a rancher selling meat they processed themselves is not in the order at all. It is in the Federal Meat Inspection Act, and only Congress can change it. The bill that would — the PRIME Act, H.R. 4700 / S. 2409 — is riding the 2026 Farm Bill. It is pending: not passed, not failed.
Ranchers may already process for their own use. The restriction is on selling it.

Angle: he called it a right, granted for the first time. The order accelerates enrolment in three inspection programs that already exist. What changed is the speed of the paperwork, not the law.
