New York City released more than 170,000 pages of post-9/11 air quality records this week through a public portal. They were found in 68 boxes inside a city environmental office, and many of them were only discovered within the past year.
For 25 years the argument has been about what officials knew when they told people the air around Ground Zero was safe to breathe. These are the city's own papers.
The most quoted document is an unsigned note from May 2002, about letters going out on a Lower Manhattan cleanup initiative. It says the word "risk" should not be used, because using it would defeat the purpose of creating public confidence.
Not that the risk was small. That the word should not appear.
The testing records sit underneath it. Inspectors found asbestos nearly everywhere they looked. One record places it on a facade ledge on John Street, streets away from the site, in July 2002, ten months after the towers fell.
2,753 people were killed in New York on the day. The World Trade Center Health Program now says more than 9,000 have died of illnesses linked to the attacks. More than three times as many have died from what came afterwards as died on the morning itself.
The fire department published its own 25-year count this month: more than 600 FDNY members have died of a World Trade Center illness, and more than 10,000 are living with one.
This is the first release, not the last, and nobody has read 170,000 pages yet.
Footage: licensed stock only. This video contains no footage of the September 11 attacks, of the towers, or of victims and responders at the site. That is deliberate.

## The story

New York released 170,000+ pages of post-9/11 air-quality records through a public portal on 8 September 2026. The coverage led with the release itself. The document that decides how it reads is a single unsigned note.

## What this story does not claim

Do not say a cover-up is proven. The memo is unsigned and the reel says so on the card. Quote it and let it stand. Do not characterise intent beyond what the document itself says. Do not name a responsible official. No individual is named in the reel, because nothing verified here attributes the note to a person. Do not say the air caused every one of the 9,000+ deaths. The verified wording is "illnesses linked to the attacks", which is what the reel says. The comparison with 2,753 is a comparison of two counted figures, not a causal claim about any individual death. Do not take the Giuliani / memorial-attendance row. It is a separate, partisan story and carries most of the traffic on the anniversary term. The reel does not mention it, and does not mention the mayor by name either. Do not claim people had returned to 15 John Street. The verified fact is the date, the location and the finding. The reel says only "streets away from the site" and "ten months after". Do not treat 170,000 pages as read. The reel closes by saying nobody has read them yet, which is the honest state of it.

## Transcript

New York has released 170,000 pages about the air at Ground Zero. They were found in sixty-eight boxes in a city environmental office, and most of them were only discovered in the last year
For 25 years, the argument has been about what officials knew when they told people the air was safe to breathe. These are the city's own papers
The most quoted document is an unsigned note from May 2002. It concerns letters going out about a cleanup in Lower Manhattan. It says the word risk should not be used because using it would defeat the purpose of creating public confidence
Not that the risk was small, that the word should not appear because the point of the letter was confidence
The testing records sit underneath it. Inspectors found asbestos nearly everywhere they looked. One record puts it on a building ledge on John Street, streets away from the site in July 2002. That is 10 months after the towers fell
Here is the number that decides how this reads. 2,753 people were killed in New York on the day. The World Trade Center Health Program now says more than 9,000 have died of illnesses linked to the attacks.
More than three times as many people have died from what came afterwards as died on the morning itself
The fire department published its own count a week ago. More than 600 of its members have died of a Trade Center illness in twenty-five years, and more than 10,000 are living with one
The pages are on a public portal now. This is the first release and not the last, and nobody has read 170,000 pages yet
