At the Republican midterm convention in Dallas on 10 September 2026, President Trump promised adult US citizens a $5,000 payment he called the "Trump Dividend" — on one condition: that Republicans hold both the House and the Senate in November.
He says the money is there. "We're taking in so much money," he said, "that we can easily handle that." Officials have pointed to tariffs, investment gains and other income.

On Sunday 13 September, House Speaker Mike Johnson was asked about it on CNN's "State of the Union" and NBC's "Meet the Press". "I would assume, yes, he'd need Congress to act," Johnson said. "And that's a creative idea." Asked to commit that the checks will go out, he said Congress "will work through it and find consensus on that like they have to do everything else."
Politico reported that Congress has so far spent zero time discussing it.
Hours after Johnson spoke, Trump was boarding Air Force One in Ireland. Asked about the checks, he said: "The 5,000's going to happen, 100%." He has also said he does not think Congress needs to authorise the payments, without specifying how he would spend more than $1 trillion without lawmakers.
